Rule 6 Circuit Panel

Here's a plain English summary of this rule:

In each judicial circuit, the members who serve on the Board make up a group called the circuit panel. The President picks one person from this group to lead it as the circuit chair. If more help is needed to run things, the President can also name co-chairs to assist.

The circuit chair gets to recommend who should become a co-chair, but the final decision belongs to the President. Anyone serving as chair or co-chair keeps that role only as long as the President wants them to. This means the President can make changes to these leadership positions whenever needed, without a set term limit.
