Rule 694 No Mandamus Without Notice

If you want a court to order someone to do something through a mandamus, you cannot do it secretly or without warning the other side first. Both district and county courts require that the other party be notified before a mandamus can be granted.

If a judge does issue a mandamus without giving proper notice, it can be thrown out. The other party just needs to file a motion asking the court to cancel it, and the court must get rid of it.
