Art. 52.08 CRIMINAL PROSECUTIONS

If a court of inquiry finds evidence that a crime happened, the judge can order the person's arrest right away. This works the same as if someone had filed a formal complaint against that person.

Basically, the judge doesn't need extra paperwork or a separate complaint to get things moving. If the testimony given during the inquiry shows enough proof that a crime took place, the judge can act on that evidence alone and issue an arrest warrant for the person believed responsible.

This rule lets the process move quickly once wrongdoing is uncovered during the inquiry. It skips the usual step of someone having to file a separate complaint, since the testimony from the inquiry itself serves that purpose.
