Rule 7.11 Delayed Accreditation

If a judge takes a training course but couldn't get it approved for credit ahead of time, they don't have to lose out. This rule lets a judge ask for approval after the fact, as long as there was a good reason they couldn't get it approved beforehand.

This matters because judges are required to complete a certain amount of approved training each year. Sometimes a useful course pops up without enough advance notice to go through the normal approval process first. Instead of forcing judges to skip the course or lose credit for it, this rule gives them a way to get it counted after they've already attended.
