This summary is not the rule. The rule text controls.
This rule no longer exists. It used to deal with keeping law enforcement records private in juvenile cases, but courts got rid of it back in 2006.
Since it was rescinded, it has no legal effect today. Any questions about how law enforcement records are handled in juvenile cases would now be answered by looking at other current rules, not this one. If you're dealing with a juvenile case and records privacy comes up, you'll want to check which rules are actually in effect now, since this one was removed years ago along with a few others (Rules 4, 7, 21, and 22).
