Rule 2.1 Non-sexist pronouns.

When you read court documents or rules that use "he" or "him," those words also mean "she" or "her," and the other way around. The court uses one pronoun just to keep things short, not to exclude anyone.

This means you should not read too much into which pronoun is used. Unless the document is clearly talking about a specific person, the pronoun applies to anyone regardless of gender.
