Rule 4.5 Limitation of access -- finding of harm.

A judge can only block public access to court records in certain situations. The judge must find that keeping the records private is more important than letting the public see them.

This is a high standard to meet. The harm to someone's privacy has to clearly outweigh the public's right to know. A judge cannot simply limit access because someone would prefer privacy or finds the information embarrassing.
