Here's what this rule means in plain terms.

When the Administrative Office of the Courts or the clerk uses records or papers to help pick jurors, those documents usually stay private. The public doesn't get to see them unless the rules specifically say they must be made public.

There are only two situations where these private records can be shared. First, a lawyer can use them if they're preparing or arguing a motion under the civil or criminal court rules, like if they're challenging how the jury pool was put together. Second, the Chief Justice can order the records to be released.

So unless one of those two things happens, the papers used to select jurors stay confidential. This protects the privacy of the selection process while still allowing a legal challenge if someone thinks something went wrong with how jurors were chosen.
