Financial disclosure statements and related paperwork, along with any hearings about them, are open to the public. This means anyone can look at these records or attend these hearings, since they are treated the same way as other public court records under Rule XXXIX, Section 4.

This rule exists so people can see financial disclosures without extra permission or a special court order. If you want to review these documents or sit in on a related hearing, you have the right to do so because the law treats them as open information, not private or sealed records.
