XXXIX § 4 Enforcement and Penalties.

Anyone can look at the financial statements that judges file under this rule. These records are open to the public, not kept secret. If a judge is late filing their statement, that notice of being late is also public. And if the Judicial Administrator's office sends a judge's case to the Judiciary Commission for review, that referral becomes public record too.

The rule also makes the whole review process open once it gets that far. Any paperwork filed after a case goes to the Judiciary Commission is public. If there's a hearing about the matter, the public can attend. The hearing officer's written findings, their conclusions about what the law requires, and their final report are all public documents. Finally, whatever the Judiciary Commission decides to recommend or decide after reviewing the case is also made public.

In short, this rule keeps the whole process out in the open. Nothing about a judge's financial disclosure, a late filing, or a Judiciary Commission review happens behind closed doors. People can see the records, attend hearings, and read the final decisions.
