This rule protects people who are not licensed lawyers. It says that whatever these non-lawyers were legally allowed to do before this rule was created, they can still do now. In other words, the new rule does not take away any rights or activities that non-lawyers already had.

This is basically a safety net. It makes sure that this rule does not accidentally stop someone from doing something they were always allowed to do, just because they are not a licensed attorney. The rule only limits or affects things going forward. It does not reach back and cancel out existing rights that non-lawyers already have.
