Here's what this rule means in plain terms.

The seven justices who sit on the Louisiana Supreme Court also act as a smaller executive committee for the council. This committee can meet any time one of its members asks for a meeting, so they don't have to wait for the council's regular scheduled meetings to talk things through or get work done.

This setup gives the justices power to handle things quickly when needed. If something urgent comes up between the council's regular meetings, the executive committee can either call a special meeting of the full council or simply act on the matter themselves, on the council's behalf. This means the council isn't stuck waiting until its next scheduled meeting to deal with pressing issues.
