Here's a plain English summary of this rule:

If both sides skip oral argument, or if the person who filed the motion doesn't show up when it's scheduled to be argued, the judge will still go ahead and decide the motion based on the papers filed. The court doesn't need to hold a hearing to rule on it.

Not showing up or not filing a written argument doesn't mean the other side automatically wins. The judge still has to look at the actual merits of the motion before making a decision. In other words, skipping the hearing isn't the same as giving up on your case or admitting the other side is right.
