Rule 5-113 Appearance before commission.

After the master finishes reviewing a case and files a report, the commission picks a date to hold a hearing. This hearing gives everyone a chance to raise objections to what the report says.

Before that hearing happens, both sides get a chance to prepare their arguments in writing. The judge involved in the case (called the respondent) and the Attorney General or special counsel must turn in any written briefs at least five days before the hearing date. This gives everyone time to review what the other side has written.

At the hearing itself, both sides can also speak directly to the commission. The respondent and the Attorney General or special counsel are each allowed to present oral arguments, giving them a chance to explain their position in person and respond to questions.
