This rule gives the board the power to create its own internal procedures for handling bar admission duties. The board can set up rules for how it operates, decide how to grade exams, design any forms it needs, and put other processes in place to get its work done.

The main limit here is that whatever the board creates has to be fair and efficient. It also has to line up with the broader rules already in place for bar admission. In short, the board has flexibility to manage the details of its job, but it cannot make rules that conflict with the larger system it operates under.
