Rule 5 Filing and Service

(a) NMI Rules of Electronic Filing and Service. The NMI Rules of Electronic Filing and Service do not apply to the proceedings until, and when, a Notice of Hearing is issued.
(b) Service on Subject Judge. Before a Notice of Hearing is issued, all service on the Subject Judge shall be done through confidential email, personal service, or hand delivery to the Subject Judge’s chambers. All service, under this rule, shall be served with a Certificate of Service.
(c) Service on Investigator. Before a Notice of Hearing is issued, all service on the Investigator shall be made through confidential email.
(d) Filing. Before a Notice of Hearing is issued, all conventional and electronic filing shall be sealed.
(e) Submission and Storage of Complaint. The Complaint shall be conventionally or hand filed with the Clerk of the Supreme Court who will keep a file separate from other Supreme Court files in a sealed file drawer. II. INITIATION OF PROCEEDINGS
