When people talk about a "panel," they mean the group of potential jurors that a sheriff puts together for a court case. This list can be made for a specific court in general, or it can be made just for one particular trial.

Think of it as the pool of names that the court pulls from when picking a jury. The sheriff is responsible for gathering these people and turning in their names to the court. From this panel, both sides in the case will later select the actual jurors who will hear the trial.
