Rule 779 Joinder of Parties

If multiple people are all claiming the right to the same government office or franchise, a court can allow all of those claims to be handled in one single case. This saves time and avoids having separate court cases for each person making a claim.

This only applies when the judge decides that combining the claims makes sense. The goal is to settle all the competing claims about who has the right to that office or franchise at the same time, in one proceeding.
