You can bring a cell phone into the courtroom, but it has to be turned off completely, not just on silent or vibrate. Tablets are allowed too, but they need to be silenced so they don't make noise during proceedings.

You cannot take pictures, record audio, or record video anywhere in the courtroom or anywhere else in the courthouse. This rule applies to any device that can capture images or sound, not just phones. Breaking this rule can get you in trouble with the court, so it's best to leave your device off and put away unless you need to check it outside the building.
