Before the court makes a decision on the application, it usually wants a doctor to examine the person involved. The court picks the physician itself, and that doctor has to write up a report on what they find. This report helps the judges understand the person's medical or mental condition before moving forward.

The court isn't limited to just this one report, though. If the judges feel they need more information to make a fair decision, they can ask for additional evidence or documentation. This means the process might take a little longer if the court has questions that the initial medical report doesn't fully answer.
